Dr. Kruglashov is a professor at Chernivtsi National University, where he serves as the head (since 1999) of the Department of Political Science and Public Administration, the director of the Institute of European Integration and Regional Studies, and the co-ordinator of the Bukovynian Political Studies Centre. Previously he was the deputy head of the Chernivtsi Oblast Administration and the deputy speaker of the Oblast Council (1994–96). He has been a visiting professor at the University of Alberta, the Academia Istropolitana Nova in Svätý Jur, Slovakia, the European Humanities University in Minsk, the Russian State Humanities University in Moscow, the Jagiellonian University in Cracow, and the Ukrainian Free University in Munich.

Dr. Kruglashov is the author of a monograph about the political ideas of Mykhailo Drahomanov and the coauthor or editor of textbooks and teaching aids on the legal norms guaranteeing Ukraine’s path toward European and Euroatlantic integration, the origin and establishment of the Commonwealth of Independent States, European integration in the new millennium, and interethnic tolerance. He has written nearly three hundred scholarly articles on related subjects pertaining to Ukraine as a whole and to Ukraine’s Bukovyna region.
